PLANNING & DEVELOPMENT

Better places begin
with a good plan.

Prepare a housing proposal, provide its boundary and follow the recorded reviews through the applicable permission, sanction and development stages.

Control Authority

Application registration, location screening and dossier processing are available to authorized users. The application includes the applicable statutory reviews, permission, sanction and continuing case records. Access remains restricted to designated accounts during the owner’s review. The scheme register is not yet open to the general public; confirm current approval with the relevant authority.

PREPARE FOR YOUR APPLICATION

Your housing scheme journey.

From the first proposal to the applicable permissions and continuing case records.

  1. Create an account and register your application

Prepare the applicant or authorized representative’s details, the proposed scheme information and the selected district. Creating an account or registering an application does not approve a scheme.

  2. Define the proposed site boundary

After successful application registration, upload a complete shapefile package (SHP) or a KMZ file, or draw the boundary on the map (OpenStreetMap by default, with optional Google Hybrid). Check that the mapped site matches the land and supporting records.

  3. CPCO screens the location

Where a district master-plan layer is available, the LUBCA CPCO uses it to determine whether the proposed site is in a protected area. Without that layer, the officer records a reasoned assessment using local knowledge and available evidence.

  4. Continue through the required permissions

After a favourable location screening, save sponsor and land details, upload the required documents and submit a dossier for PCO completeness review. Respond to recorded deficiencies and retain your submission receipt. Further statutory scrutiny and permission decisions remain separate stages. A positive screening does not authorize development or plot sales.

  5. Follow the applicable statutory reviews

Follow agency verification, fees, guarantees, inspection and committee findings under the recorded route. Document receipt and dossier completeness are distinct from an issued permission.

  6. Continue through sanction, works and later records

The applicable sanction, publication, works inspections, completion and handover remain separate records. The current case instructions explain the next step; only the applicable issued legal instrument establishes its stated effect.

FOR CITIZENS & PROSPECTIVE BUYERS

Know exactly
what is approved.

A scheme name, an account or an application number is not evidence of approval. Ask the relevant authority to verify the written decision.

  • The exact approval stage and issuing authority
  • The area, phase and boundary covered by that approval
  • The conditions, validity and current status of the decision
